About Central Ohio CHiefs Association
In 2023, the Central Ohio Chief’s Association (COCA) embraced a transformative new identity, shedding its former name, Franklin County Chiefs Association, to reflect its expanded service area. As a newly established 501(c)(3) organization, COCA is poised to lead with purpose and innovation.
Rooted in a legacy dating back to at least 2007, COCA has evolved from a small association into a dynamic network of partners spanning courts, public health, emergency management, federal, state, county, and local law enforcement agencies, as well as private sector stakeholders. This collective is united by a shared commitment to addressing the pressing challenges facing Central Ohio’s communities.
Recognizing a critical gap in representation, COCA took action as union officials increasingly became the public voice of law enforcement—a role complicated by their membership-driven focus rather than citizen-centered priorities. Law enforcement leaders often face unavoidable delays in public response due to administrative and legal constraints, creating frustration and miscommunication. COCA stepped in, determined to provide a professional, proactive, and citizen-focused voice for law enforcement.
Today, COCA stands as a forward-thinking resource for legislators, advocacy groups, and citizens alike. The association is dedicated to promoting best practices, fostering collaboration, and ensuring that the needs of Central Ohio’s communities are met with transparency, integrity, and vision. Together, COCA and its partners are shaping the future of public safety, one initiative at a time.

Best Practices in Policing Model
COCA is committed to developing and promoting a comprehensive Best Practices in Policing Model that ensures law enforcement agencies operate with the highest standards of professionalism, accountability, and community engagement. This model will serve as a benchmark for agencies across Central Ohio, fostering trust and transparency between law enforcement and the communities they serve. Legislation for Executive Protection
COCA will advocate for legislation that provides robust protections for law enforcement executives, ensuring they have the legal and operational support necessary to lead effectively. By addressing the unique challenges faced by law enforcement leaders, this initiative aims to empower them to focus on advancing public safety while upholding constitutional principles.
Outreach to All Seven County Executives
COCA will strengthen regional collaboration by engaging with the executives of all seven counties in its service area. Through strategic outreach and dialogue, COCA seeks to align public safety priorities, share resources, and develop unified approaches to addressing the diverse needs of Central Ohio’s communities.
Hold Three Executive Training Courses
COCA will host three specialized executive training courses, equipping law enforcement leaders with the tools and knowledge to navigate complex challenges. These sessions will emphasize leadership, innovation, and best practices, empowering participants to drive positive change within their organizations and communities.
